Abstract

Com este trabalho pretende-se realizar um estudo sobre o órgão de direção estratégica das escolas públicas do ensino básico e secundário, conselho geral, criado pelo Decreto-Lei nº 75/2008 de 22 de Abril e do qual emergiu um novo modelo de gestão. O referido Decreto-Lei foi posteriormente alterado pelo Decreto-lei nº 137/2012 de 2 de Julho. O estudo abrange o período histórico que se seguiu à revolução do dia 25 de Abril de 1974, sendo feita uma abordagem à diferente legislação publicada desde então, bem como à evolução que se verificou ao nível da gestão das escolas públicas portuguesas, São analisadas as competências do conselho geral e analisado o enquadramento legal que assume no Decreto-Lei nº 75/2008 de 22 e no Decreto-lei nº 137/2012 de 2 de Julho. Foi realizado um estudo de caso num Agrupamento de Escolas da Zona Centro, mas pertencente à Direção Regional de Lisboa e Vale do Tejo, tendo sido analisada a interação e a participação de representantes de diferentes órgãos no conselho geral ( pais e encarregados de educação, município e professores), quer a ao nível do agrupamento, bem como ao nível do próprio conselho geral. Analisou-se também o funcionamento e a ação do conselho geral em função da participação de representantes de diferentes corpos. Procurou-se também perceber a importância do conselho geral na comunidade educativa, assim como o peso que o mesmo assume em termos estratégicos na vida do agrupamento, bem como as eventuais virtudes e defeitos, como órgão de gestão.

With this work we intend to undertake a study on the national strategic direction of the public schools of primary and secondary general council, created by Decree-Law n º 75/2008 of 22 April and from which emerged a new management model. The Decree-Law was subsequently amended by Decree-Law n º 137/2012 of 2 July. The study covers the historical period that followed the revolution of 25 April 1974, being made a different approach to legislation published since then, as well as the developments that have occurred in the management of public schools Portuguese It analyzes the powers of the General and analyzed the legal framework that assumes the Decree-Law n º 75/2008 of 22 and Decree-Law n º 137/2012 of 2 July. We conducted a case study on a group of schools from the Central Zone, but belonging to the Regional Lisbon and Tagus Valley, having analyzed the interaction and participation of representatives of different organs in the general council (parents and guardians, county and teachers), whether at the level of the group, as well as the general level of the board itself. It was also analyzed the function and action of the General Council for participation of representatives of different bodies. We also sought to understand the importance of the general educational community, as well as the weight that it takes in strategic terms the life of the group, as well as the possible virtues and defects, as governing body.
