A Implementação da Reorganização Administrativa do Território das Freguesias em Portugal nas Perspetiva dos Cidadãos: Estudo de Caso no Concelho de Vila do Conde

Abstract

O presente trabalho de investigação enquadra-se no âmbito do Mestrado em Administração Público-Privada na Faculdade de Direito da Universidade de Coimbra, no qual o tema desenvolvido é sobre a Reorganização Administrativa do Território das Freguesias, que ocorreu em Portugal no ano 2013.Devido a grave crise económico-financeira que assolou Portugal entre 2010-2014, fez com que o Governo Português recorresse a ajuda financeira do Fundo Monetário Internacional (FMI), da União Europeia (EU) e do Banco Central Europeu (BCE). O Memorando de Entendimento com a Troika assinado em Maio de 2011 pelo XVIII Governo Constitucional implicava uma reforma do Poder Local, e no qual um dos pontos principais dessa reforma foi a agregação de freguesias, que resultou numa diminuição de 4.259 freguesias para 3.092 no território português.Como qualquer reforma administrativa teve objetivos concretos para serem alcançados tais como benefícios ao nível da redução de custos, da criação de economias de escala e do aumento da qualidade dos serviços prestados aos cidadãos pelas freguesias. De salientar que noutros países ocorreu a nível municipal.O objetivo principal desta dissertação é compreender e analisar de forma geral a perspetiva dos cidadãos sobre a implementação da Reorganização Administrativa do Território das Freguesias (RATF) que ocorreu no Concelho de Vila do Conde. Este trabalho recorre a uma extensa bibliografia sobre o tema em análise, e tem como estudo de caso avaliar os resultados obtidos através de questionários feitos aos cidadãos e também a membros da Assembleia de Freguesia (incluindo os Presidentes) no qual a finalidade seria compreender o antes e depois da reorganização territorial de 2013 nas freguesias em estudo, e perceber que impactos e alterações surgiram com esta reforma.

The present research work is part of the master's degree in public-private administration at the Faculty of Law of the University of Coimbra, in which the theme developed is about the administrative reorganization of the territory of the parishes, which occurred in Portugal in the year 2013. Due to the serious economic and financial crisis that led to Portugal between 2010-2014, the Portuguese Government had to use financial aid from the International Monetary Fund (IMF), the European Union (EU) and the European Central Bank (ECB). The memorandum of understanding with the Troika signed in May 2011 by the XVIII constitutional Government implied a reform of Local power, and in which one of the main points of this reform was the aggregation of parishes, which resulted in a decrease of 4,259 parishes For 3,092 in Portuguese territory. As any administrative reform has had concrete objectives to be achieved such as benefits in terms of cost reduction, the creation of economies of scale and the increase in the quality of services provided to citizens by the parishes. To point out that in other countries it has occurred at municipal level. The main objective of this dissertation is to understand and analyze in general the perspective of the citizens on the implementation of the administrative reorganization of the territory of the parishes (RATF) that occurred in the municipality of Vila do Conde. This work resorts to an extensive bibliography on the subject under review, and it has as a case study to evaluate the results obtained through questionnaires made to citizens and also to members of the parish Assembly (including the Presidents), in which the Purpose would be to understand the before and after the territorial reorganization of 2013 in the parishes under study, and to realize that impacts and changes arose with this reform.
