Especiais (NEE) nas escolas de ensino regular. Dados dos relatórios da Avaliação
Externa de Escolas (AEE) revelaram boas práticas de diferenciação e apoios nas escolas
portuguesas. No entanto, os relatórios da Organização para Cooperação e
Desenvolvimento Económico (OCDE) do ano 2014 e da Teaching and Learning
International Survey (TALIS) de 2009 indicam que os docentes em Portugal sentem
necessidade de formação específica para atuar com alunos com NEE. Surge pois o
interesse de complementar estes olhares com o conhecimento sobre as atitudes e
perceção de autoeficácia e das práticas no domínio da inclusão junto dos atores
educativo. Partimos da premissa que as perceções e atitudes dos diferentes atores
educativos podem evidenciar alguns aspetos que desafiam o desenvolvimento de boas
práticas de inclusão, quer no âmbito organizacional das escolas, quer no âmbito
pedagógico. Enquadrando o estudo do ponto de vista legislativo, conceptual e empírico,
utilizamos como metodologia o inquérito por entrevista direcionada aos diferentes
atores da comunidade educativa e por questionário dirigido aos docentes das escolas da
Zona Centro de Portugal Continental que se destacaram na diferenciação e apoios no
âmbito da AEE. Para o tratamento dos dados da entrevista utilizamos a técnica de
análise de conteúdo e para o questionário recorremos a estatística descritiva inferenciais
com o auxilio do Software SPSS. Nos principais resultados identificados na entrevista,
encontraram-se convergências nas respostas dos diferentes atores educativos no âmbito
da insuficiência de tempo para o desenvolvimento da prática com alunos com NEE,
insuficiência de recursos humanos e materiais, sendo percecionadas práticas de
colaboração no âmbito informal e constituindo um desafio a heterogeneidade dos
alunos. Acresce que foram identificadas algumas perceções diferenciadas destes atores,
designadamente junto dos professores e membros da equipa técnico-pedagógica no
âmbito da necessidade de formação específica para atuar com alunos com NEE e
participação dos pais na educação escolar dos filhos. Nos resultados do questionário, os
docentes apresentaram atitudes favoráveis face à inclusão e Perceção da Autoeficácia
Face à Inclusão, em geral, o mesmo acontecendo nos aspetos específicos da Eficácia
Para Instrução, Eficácia na Colaboração e Eficácia na Gestão do Comportamento. Os
resultados apontam também para a perceção de práticas de Colaboração entre os
Docentes do Ensino Especial e os Docentes do Ensino Regular. A respeito da formação,
os docentes com especialização na área da educação especial apresentaram atitudes

mais favoráveis à inclusão e Perceção da Autoeficácia face à Inclusão mais elevada,
quer em geral quer na Eficácia para Instrução. Identificou-se também uma relação
positiva e estatísticamente significativa entre as Atitudes dos Docentes face à Inclusão e
a Perceção da Autoeficácia face à Inclusão. Constatamos ainda a existência de uma
correlação estatisticamente significativa entre estas variáveis e a opinião docente sobre a
Colocação Mais Adequada dos Alunos com NEE Severas/Permanentes. No âmbito do
modelo preditivo, verificamos que, as Atitudes dos Docentes face à Inclusão, a Perceção
da Autoeficácia face à Inclusão, a especialização na área da educação especial e função
que o professor exerce predizem a opinião destes professores sobre a Colocação Mais
Adequada dos Alunos com NEE Severas/Permanentes. Em suma, percebemos que a
heterogeneidade dos alunos, o fortalecimento das práticas de colaboração e a
necessidade da formação docente para atuar com alunos com NEE constituem desafios
para inclusão destes alunos. This thesis is situated in the field of the inclusion of students with special educational needs (SEN) in regular schools. Numerous reports from the Avaliação Externa de Escolas (AEE) revealed the existence positive differentiation practices and support in Portuguese schools. Nevertheless, reports from the Organização para Cooperação e Desenvolvimento Económico (2014) and the Teaching and Learning International Survey (2009) revealed that Portuguese teachers feel the need for specific qualifications to work with students with SEN. There is a need for awareness amongst teachers as to the attitudes, perception of self-efficacy, and practices in the context of inclusion. It was hypothesized that teachers’ perceptions and attitudes may hinder the enactment of good inclusion practices in the organizational context of schools as well as the pedagogical arena. A methodology inclusive of legislative, conceptual, and empirical perspectives was adopted, and embodied in the form of an interview directed at the educational community and a questionnaire directed at school teachers from the Zona Centro de Portugal Continental, who exhibited an outstanding performance in terms of differentiation and support in the AEE. A content analysis was conducted on the interview data, and for the questionnaire, descriptive and inferential statistics with the support of the statistical package SPSS were applied. Interviews identified similarities in the educational actors’ responses as to the shortage of time in which to develop actions toward students with SEN, as well as the lack of human and material resources. In this context, informal collaborative practices were observed. These findings evidence the ongoing challenge for members of the educational system to consider the heterogeneity of the student body. Additionally, distinct views were observed amongst teachers and the technical and pedagogical teams. Those professionals emphasized the need for obtaining a specific formation when working with students with SEN, and the importance of the involvement of parents in the school education of their children. The questionnaires suggested that teachers possess positive attitudes toward inclusion. Teachers also demonstrated a Perception of Self-efficacy Towards Inclusion. Generally, similar results were observed regarding the Efficacy of Instruction, Efficacy of Collaboration and Efficacy of Behavior management. The data also indicate the occurrence of collaborative actions amongst Special Education Teachers and Regular Education Teachers. In relation to teaching formation, teachers with specialization in the area of special education presented more positive attitudes toward inclusion as well as a higher Perception of Self-efficacy Towards Inclusion. These results were observed generally as well as in the Efficacy of Instruction. A positive and statistically significant VI relationship was observed between teachers’ Attitudes Towards Inclusion, and the Perception of Self-efficacy. A statistically significant correlation between those variables and teachers’ opinions on the Most Suitable Placement of Students with Severe/permanent SEN was also observed. It was verified that teachers’ Attitudes Towards Inclusion, the Perception of Self-efficacy Towards Inclusion, the role that teachers play in the educational system and the specialization in the field of special educational needs, can be modelled to predict teachers’ opinions on the Most Suitable Placement of Students with Severe/permanent SEN. It is concluded that heterogeneity of the student body, strengthening of collaborative actions, and the need for adequate teaching training to work with students with SEN are the main challenges for the inclusion of children with SEN. |
