Os desafios estatais diante as análises de políticas públicas territoriais

Abstract

Quando se trata de diminuição de riscos e mitigação de danos (pós) catástrofes um dos principais fatores que se deve considerar são os das áreas urbanas suscetíveis aos eventuais riscos e como os indicadores utilizados divergem de áreas rurais. Uma parcela deste risco requer um estudo e pormenorização de eventos relacionados com o desastre, a análise das situações passadas nas cidades e das ações governamentais de forma a solucionar os principais problemas. Para uma melhor compreensão da distribuição espacial das perdas e dos danos provenientes das eventuais calamidades, torna-se relevante a busca de alternativas para a prevenção e a redução do risco nas diferentes escalas de intervenção. Tal busca requer uma análise aprofundada de diversos parâmetros e perspetivas acerca dos riscos, visando a proposição de medidas para reforçar os sistemas de prevenções de catástrofes, prever possíveis e eminentes calamidades, e quando não o sendo possível prever atempadamente e as evitar, mitigar os danos causados, fomentando a resiliência dos espaços públicos e das populações que neles habitam. Esse trabalho de dissertação pretende tratar das possibilidades presentes e futuras das Análises de Políticas Públicas Territorial, bem como, das dificuldades encontradas pelos Estados no desenvolvimento e aplicação dessa matéria no caso pratico, como também perceber como a temática tem evoluído com o passar do tempoImportante e se faz necessário a compreensão da evolução da Análise da Política Pública Territorial torna-se necessário fazer uma breve explanação dos conceitos de Risco e de Vulnerabilidade. Afinal, as citadas políticas publicas têm como alvo prever e mitigar os Riscos. Inicialmente introduzir-se-á a temática do Risco e das Vulnerabilidades para posteriormente adentrar a temática central: A Análise da Política Pública de Risco.

After all, these public policies are intended to predict and mitigate risks. Initially, the theme of Risk and Vulnerabilities will be introduced to further explore the central theme: The Public Risk Policy Analysis.
