Terceiro Setor: Emergência e Contributos para a Governança

Abstract

A presente dissertação procura analisar as implicações da emergência do terceiro setor na governança das sociedades. Para tal, foi estudada a natureza histórica e institucional do terceiro setor, relacionando este com outros conceitos similares como a sociedade civil, o setor não lucrativo e a economia social e solidária. O tema do trabalho versou ainda sobre a flexibilização do conceito de terceiro setor para fazer abarcar as entidades que preenchem, de alguma forma, os fins solidarísticos e democráticos que aludem às raízes do associativismo. Este estudo permitiu a individualização do terceiro setor perante a tradicional dicotomia Estado/mercado, apresentando-se como uma construção da sociedade com instrumentos claros para a prossecução do bem-estar social.Num outro ponto, estudamos o conceito de governança e a sua transformação contemporânea, que atualmente evolui de forma global para a integração destas entidades numa participação em rede. Mediante os contributos da cibernética no estudo da governança, reconhecemos a emergência do terceiro setor como uma das respostas às dinâmicas complexas das sociedades atuais e como um importante avanço para a noção de “governança sem governo” avançada por Rhodes. Concluímos que, com o aparecimento do Estado regulador, as relações hierárquicas começam a ser relegadas para segundo plano e os processos de decisão são democratizados, trazendo à tona questões sobre a adequação dos regimes regulatórios perante as peculiaridades do terceiro setor.

This dissertation seeks to analyze the governance implications of the emergence of the third sector. To this end, the historical and institutional nature of the third sector was studied, relating it to other similar concepts such as civil society, the non-profit sector and the social and solidarity economy. This work also dealt with the flexibility of the concept of the third sector to include the entities that fulfill, in some way or another, the solidaristic and democratic ends that allude to the roots of associativism. This study allowed the individualization of the third sector in the face of the traditional State / market dichotomy, presenting itself as a construction of society with clear instruments for the pursuit of social well-being.In another point, we study the concept of governance and its contemporary transformation, which currently evolves globally towards the integration of these entities in a network participation. Through the contributions of cybernetics to the study of governance, we recognize the emergence of the third sector as one of the responses to the complex dynamics of today's societies and as an important advance towards the notion of “governance without government” advanced by Rhodes. We conclude that, with the appearance of the regulatory state, hierarchical relations are being relegated to the background and decision-making processes are democratized, raising questions about the adequacy of regulatory regimes in view of the peculiarities of the third sector.
