Pobreza Energética em Portugal: A Governação no Combate às Assimetrias Sociais e Territoriais

Abstract

Num mundo em constante mudança, mas muito desigual na distribuição dos rendimentos (Piketty, 2014), é preciso perceber em que medida as mudanças em Portugal, no século XXI, chegam a todas as pessoas e a todos os territórios, mudanças essas, a nível político, económico e social. O presente trabalho pretende contribuir para mitigação desta problemática abordando-a por diferentes áreas científicas como a geografia, a demografia, as ciências sociais. A partir da revisão da literatura serão definidas as principais vulnerabilidades sociodemográficas no risco de pobreza energética, bem como as assimetrias territoriais na incidência desta forma de pobreza. Em seguida, o trabalho empírico englobará auscultar a população, agentes locais, proteção civil, unidades de saúde, e poderes locais das áreas mais afetadas pela pobreza energética para identificar formas de governança colaborativa e multinível que melhor protejam comunidades e regiões da pobreza energética. Os resultados desta dissertação permitem aproximar a ciência e a governança de forma a diminuir as assimetrias territoriais e a promover a coesão territorial no que respeita à pobreza energética, a aplicabilidade a nível de poderes locais da articulação multissetorial entre atores locais para a prevenção, combate e mitigação da pobreza energética.A pobreza energética tem surgido como uma questão de relevância em Portugal, para além do conforto térmico, da qualidade de vida e da saúde que são direitos e necessidades básicas ao ser humano, num panorama de crise económica e social, tem afetado uma grande franja da população, e Portugal é um dos países da Europa com mais vulnerabilidade a esta questão.Numa combinação de baixos rendimentos, alterações climáticas que levam a maiores extremos climáticos e os altos custos da energia, tendem a impactar diretamente o bem-estar, a saúde e a qualidade de vida das pessoas.No sentido de compreender a dinâmica da pobreza energética em Portugal, e as suas formas e implicações ao longo do território e das comunidades, torna-se fundamental a formulação de estratégias, justas e eficazes, de intervenção na prevenção, no combate e na mitigação deste fenómeno.A pobreza energética, assim como todas as faces da vulnerabilidade social apresentam diferentes conotações, dependendo das suas circunstâncias, causas, riscos e também territórios é a motivação para a realização desta dissertação, neste tema em específico reside na necessidade de analisar a relação entre a vulnerabilidade à pobreza energética e os territórios, perceber e analisar como as ações dos diversos agentes da governança, podem, em conjunto, prevenir e combater esse fenómeno.

In a world that is constantly changing, but very unequal in the distribution of income (Piketty, 2014), it is necessary to understand to what extent the political, economic and social changes in Portugal, in the 21st century, reach each person and each territory. The present work aims to contribute to the mitigation of this problem, by approaching it from different scientific areas such as geography, demography and social sciences. Based on the literature review, the main sociodemographic vulnerabilities in the risk of energy poverty will be defined, as well as territorial asymmetries in the incidence of this form of poverty. Next, the empirical work will involve listening to the population, local agents, civil protection, health units, and local authorities in the areas most affected by energy poverty to identify forms of collaborative and multi-level governance that best protect communities and regions from energy poverty. The results of this dissertation allow us to bring science and governance closer together, in order to reduce territorial asymmetries and promote territorial cohesion regarding energy poverty, the applicability at the level of local powers of multisectoral coordination between local actors for prevention, combat and mitigating energy poverty.Energy poverty has emerged as a relevant issue in Portugal, in addition to thermal comfort, quality of life and health, which are basic human rights and needs, in a panorama of economic and social crisis, it has affected a large part of the population, and Portugal is one of the countries in Europe most vulnerable to this issue.In a combination of low incomes, climate change that leads to greater weather extremes and high energy costs, these tend to directly impact people's well-being, health and quality of life.In order to understand the dynamics of energy poverty in Portugal, and its forms and implications throughout the territory and communities, it is essential to formulate fair and effective intervention strategies to prevent, combat and mitigate this problem. phenomenon.Energy poverty, as well as all aspects of social vulnerability, have different connotations, depending on their circumstances, causes, risks and also territories. This is the motivation for carrying out this dissertation, in this specific theme lies the need to analyze the relationship between vulnerability energy poverty and territories, understand and analyze how the actions of the different governance agents can, together, prevent and combat this phenomenon.
