Internships Reports and Thesis entitled “Budget Impact Analysis - a review”

Abstract

Este trabalho está dividido em duas partes. A primeira contém um sumário e uma análise SWOT (Strenghts, Weaknesses, Opportunities and Threats) de cada um dos estágios que o autor realizou entre Janeiro de 2017 e Fevereiro de 2018 (no INFARMED, no Centro Hospitalar e Universitário de Coimbra, na Farmácia Nazareth e no Imperial College London Business School, Londres, Reino Unido), assim como uma justificação dos seus motivos para realizar este plano de estágios e os benefícios e perigos que essa escolha implicou, quer profissionalmente, quer pessoalmente. Por outro lado, a segunda parte contém a tese de mestrado, sob o título “Budget Impact Analysis – a review”. Esta última parte inclui uma introdução sobre estudos de impacto orçamental, onde é dada a sua definição e estabelecidos os objetivos deste tipo de estudos explicando, também, as razões que levaram à sua origem e as ligações que tem com outros tipos de estudos económicos. Paralelamente, realiza-se uma revisão das regras internacionais que orientam a realização destes estudos e da forma como estas têm sido aplicadas por diversos autores nos vários trabalhos publicados na literatura, conduzindo a erros sistemáticos. Este trabalho foca-se também nas falhas e limitações científicas de um estudo de impacto orçamental (como a excessiva influência da indústria farmacêutica e a incerteza dos resultados), bem como no efeito que pode ter em decisões de comparticipação e de acesso à Saúde e, também, na possibilidade de ser aplicado em Portugal.

This piece is divided in two parts. The first contains a summary and evaluation of each of the internships the author did between January 2017 and February 2018 (at INFARMED, at Centro Hospitalar e Universitário de Coimbra, at Farmácia Nazareth and at Imperial College London Business School) through a SWOT (Strenghts, Weaknesses, Opportunities and Threats) analysis, as well as an explanation for choosing this particular internship plan and the benefits and dangers it implied, both professionally and personally. On the other hand, the second part contains the master thesis entitled “Budget Impact Analysis – a review”. This last part includes an introduction on Budget Impact Analyses (BIA), the author provides a definition for this sort of studies and establishes its objectives, while also explaining the reasons leading to the origin of BIAs and the connections between them and other types of economic studies. Alongside this, the dissertation provides a review of the international guidelines which rule the production of a BIA and the way they have been applied by various authors published in literature, which, in turn, led to systematic errors. The work also focuses on the scientific flaws and limitations of a budget impact analysis (such as the excessive influence exerted by the pharmaceutical industry and the uncertainty surronding results), as well as on the effect this study may have on reimbursement and access to healthcare decisions and the possibility of it being applied in Portugal.
