Exclusão Social e Pobreza na União Europeia - Um estudo da Rede Europeia Antipobreza (EAPN)

Abstract

O presente trabalho aborda o tema da pobreza e exclusão social em Portugal, através da análise da EAPN e dos seus núcleos distritais. Como a pobreza e exclusão social apresentam níveis alarmantes na União Europeia, sendo Portugal um dos países em maior risco, importa conhecer o fenómeno entre nós e o que está a ser feito para o combater no terreno. Para o efeito, em termos metodológicos optou-se pelo estudo de caso da EAPN Portugal e dos seus núcleos, por cobrirem o território nacional, pelo menos a nível continental. Os resultados indicam que a pobreza e exclusão social em Portugal, são mais evidentes em determinados grupos específicos, como as minorias étnicas, população cigana e migrantes. Relativamente às faixas etárias, as mais críticas são as crianças, os jovens e os idosos. A nível conjuntural, os desempregados também são um grupo de risco e alvo de atenção da EAPN. Não se pode afirmar que o interior seja mais afetado pelo fenómeno que o litoral, mas antes que os lugares mais densamente povoados. Quando comparado com a Alemanha, uma economia do centro da Europa, totalmente distinta de Portugal, o fenómeno revela diferenças significativas, iniciando logo pela política de mérito instituída, valorizando o desempenho e relegando a pobreza para o plano individual e não como um problema societário. A organização da NAK (EAPN Alemanha) é substancialmente diferente da sua congénere portuguesa EAPN. O grupo considerado mais vulnerável na Alemanha são as mulheres, particularmente as mães solteiras. Na Alemanha, também contrariamente a Portugal, dificulta-se o acesso a subsídios para dissuadir a dependência.

The present work addresses the issues of poverty and social exclusion in Portugal, through the analysis of the EAPN and its district centers. As poverty and social exclusion are at alarming levels in the European Union, since Portugal is one of the countries at greatest risk, it is important to know the phenomenon among us and what is being done to combat it on the ground. For that purpose, in methodological terms, the case study of EAPN Portugal and its centers was chosen because they covered the national territory, at least at the continental level. The results indicate that poverty and social exclusion in Portugal are more evident in certain specific groups, such as ethnic minorities, Roma people and migrants. In regard to the age groups, the most critical are children, young people and the elderly. At the cyclical level, the unemployed are also a risk group and the focus of the EAPN. It cannot be said that the interior is more affected by the phenomenon than the coast, but rather than the more densely populated places. When compared to Germany, an economy in the center of Europe, totally different from Portugal, the phenomenon reveals significant differences, beginning with the instituted policy of merit, valuing performance and relegating poverty to the individual plane and not as a societal problem. The organization of NAK (EAPN Germany) is substantially different in Germany from its Portuguese counterpart EAPN. The most vulnerable group in Germany are women, particularly single mothers. In Germany, unlike Portugal, access to subsidies is hindered to deter dependency.
