Fundos Europeus Estruturais e de Investimento: Estudo da sua Aplicação

Abstract

O presente relatório foi elaborado no âmbito do Mestrado em Gestão daFaculdade de Economia da Universidade de Coimbra, relativo ao estágio curricularrealizado no Instituto do Emprego e Formação Profissional, mais concretamente no Núcleode Acompanhamento e Candidaturas em Coimbra.Os sucessivos alargamentos da União Europeia levaram a que fosse centrada umamaior preocupação na diminuição das desigualdades verificadas entre as regiões, a fim delevar a cabo a execução da política de coesão económica e social. Um dos grandes alicercesdesta medida, era a canalização de Fundos para os Estados-membros de forma aimpulsionar as economias, promover o crescimento das regiões e melhorar a qualidade devida da população. É neste contexto que recai o presente relatório.Primeiramente, é feita uma abordagem a todo o percurso realizado ao longo doestágio curricular, na qual é dada a conhecer a Entidade de acolhimento e o núcleo ondedecorreu o estágio, os objetivos e as tarefas previstas do estágio curricular e as tarefas queforam desenvolvidas na Entidade.Posteriormente, são dados a conhecer os Fundos Estruturais e é feita umacontextualização histórica do processo de desenvolvimento da União Europeia juntamentecom o surgimento dos Fundos. De seguida, é abordada a aplicação dos Fundos no contextoportuguês, onde são relatados os cinco períodos de programação comunitária que foramaplicados em Portugal desde a sua adesão à União Europeia até à atualidade.Por fim, é feita uma análise relativamente aos problemas existentes na aplicaçãodos Fundos Estruturais, enfatizando a capacidade de absorção de recursos por parte dasregiões europeias, onde são destacados aspetos que influenciam esta capacidade.

The present report was elaborated within the extension of the master’s inmanagement in Faculty of Economics, University of Coimbra, related to the curricularinternship that took place in Instituto do Emprego e Formação Profissional, moreparticularly in the Núcleo de Acompanhamento e Candidaturas in Coimbra.The successive enlargement of the European Union lead to a bigger concern aboutthe reduction of the disparities that were verified amongst the regions, with the goal ofexecuting the economic and social cohesion policy. One of the biggest foundations of thismeasure was to focus the Funds to the Member-States with the goal of promoting theireconomies and its growth, as well as increasing the quality of the population’s life. This isthe focus of this report and it is in this context that it is presented.First and foremost, it is made an approach to all the path throughout the curricularinternship in which it is presented the host organization as well as the assigned goals andtasks for the internship.Subsequently the Structural Funds are introduced, and it is specifically made anhistorical contextualization about the development process of the European Uniontogether with the emerging of the Funds. Following, it is developed the application of thesaid Funds in Portugal where the five stages of community programming are approachedsince Portugal first joined the European Union until the present days.Ultimately it is performed an analysis to the existing problems regarding theimplementation of the Structural Funds, emphasizing the absorption of resources by theEuropean regions where the aspects that enhance this capacity are highlighted.
